Just download Xliveless and a scripthook and you should be good to go. And I recommend using patch 1.0.4.0 as its the most stable for mods.
What patch version is the steam version of GTA?
1.0.7.0 which is the newest i think

Except the fact that its in action hero style, so if you shoot someone in the leg they don't stay down. Tho, I like the fact you can shoot the gun out of their hands. Can't you shoot a rifle out of someones hand and they'll pull out a pistol?
