Don't use filters. At all. Learn to do a fancy image with only basic tools.
I made your picture less terrible, there were some huge pink artifacts on the picture that were hard to get rid of, though.

Its not good, but its less offensive to the eye. The whole purple and white color combo was awful.

Fallout new vegas better allow ghoul and raider complexions by default... Now that you can choose your age and shit like that, hopefully there will be a wider variety of races to pick from.
Raider complexions sure, but ghoul? That's not merely a cosmetic choice. A lot more lines would need to be recorded and some quest lines would have to be heavily retooled to suit ghoul players.
Just slap on a playable race mod when one comes out.

I think a good system would be to automatically give shitty charisma, but give bonuses to endurance.. plus the radiation immunity.
As for mods, I really don't like having to alter the game. It increases the frequency of crashing, and if they could just put in more races from the start it'd save me the trouble.
