I've never bought an Elder Scrolls game/Fallout 3 on Steam before, but I plan to with New Vegas. Will mods still work okay though?

gameplay.
things run up to you and attack until you kill them (although you can now use VATS to shoot things, too!) with no real AI to speak of. the "daily schedule AI" thing is still in effect. when you talk to an NPC, the camera zooms in on their face and you have conversations with them like in Oblivion (except there are slightly more varied choices and persuasion is not available). the buying-shit system is largely the same as Oblivion. the quest system is pretty much the same as Oblivion. damage and healing, same as Oblivion. the only thing different gameplay-wise is the fact that you can use guns as well as the few melee weapons in the game. hence, Oblivion with Guns.
It's actually a "proper" Oblivion with Guns. I mean I have played Oblivion with Guns and it sucks! Is it just me or is fallout tactics hard!

Well it isn't going to stop you making a character with the same physical and statistical attributes as your Fallout 3 character started with.

Sure, why not. But Fallout 3 came after Oblivion and reused a stupid number of gameplay elements, not to mention the engine. Under the hood, it had more in common with the Elder Scrolls than Fallout.
