Hardcore Mode.
Doesn't HC bump up all weapon damage though? So in the end, the enemies will die easier too.
From what I hear, it has no effect on weapon damage.

I'm relieved to see that the wasteland is going to be nice and massive, but I just knew all along the Strip was going to be like a cluster of 5 or 6 buildings. Oh well, at least this game will have a much better story

Shotgun surgeon is a reference to Kill-bill. The japanese shotgun assassin. "How good are you with that shotgun?" "I'm like a fucking surgeon" And putting something that should have been standard as a perk [sp]Jury rigging [/sp]
Long Haul and Pack Rat are once again going to be the ones I aim for soon as I start
I'll put all perk efforts again in dealing the most damage with my favourite weapons, which would be energy or small weapons.
About the new perks and what I think of them. Check the wiki for the info of these perks if you want to know them. Cowboy: 25% more damage with revolvers, hatchets, lever-action, knives, and dynamite. We get dynamite in this game eh, more interesting. Level 8; Guns and Melee 45. Jury Rigging: Level 14; Repair 90. WHERE THE FUCK WAS THIS PERK IN FALLOUT 3? Allows you to repair things with a similar item(power armor can be repaired by metal armor). Laser Commander: Level 22(cap is maybe at 30? or 40?); Energy Weapons 90. +15% damage with laser weapons doesn't seem good, and same with more critical chance(+10%), except with Gatling Lasers(if they will be classified as lasers instead of big guns). Long Haul: Level 12; Endurance 6; Barter 70. Well, you can fast travel with over-encumbered. Makes the only downside of over-encumbered being can't run or jump, but mods can fix that. Plus, it requires one of the most worthless skills to be used. Rad Child: Level 4; Survival 70. You heal while being irradiated. May be useful in Hardcore mode, but regular, use stimpaks, or sleep for an hour, or go to a doctor. Plus, it requires 70 survival, get that later or while at Hardcore mode. Purifier: Level 14. Do 50% more damage with melee/unarmed weapons against centaurs, nightstalkers, spore plants, spore carriers, deathclaws, super mutants, and feral ghouls. Time to fight Deathclaws unarmed. Pack Rat: Level 8; Intelligence 5; Barter 70. Items weighing 2lb or less are reduced weight. Again, Hardcore mode, requires Barter, usefulness is lessened. Math Wrath: Level 10; Science 70. Finally, something I can use for Science that isn't hacking. -10% AP costs. Shotgun Surgeon: Level 6; Guns 45. Shotguns, even with 10mm(or .44 rounds), will make you ignore 10 points of a target's damage threshold. The Professional: Level 6; Sneak 70. Sneak attack criticals deal an additional 20% damage while using pistols, revolvers, and SMGs, even if they are energy weapons. Nice, if you use them. Overall, nice perks, seems like the cap is going to be 30 or higher. Not 50.
I'm going to aim for jury ringing,laser commander,math wrath and shotgun surgeon on my second playthrought. I can only see using cowboy and purifier for my first playthrough, although I might use long haul since I'm one of those people who acted like a kleptomaniac all the time in fallout 3.
Remember that big guns was dissolved into either Guns, Energy Weapons or Explosives. And that Barter can be used to get better quest rewards.
Alright, finished my old playthrough, almost had all 100s, barter wasn't one of them(who cares). I had to hold off doing Those! so when I reach 30, I get Almost Perfect and get the Ant Strength perk(I got the bobblehead immediately. I also got the Neutral perks, even though I was very good, I solved it by well, stealing everything from that place with the 2 whores, and maybe stealing a whole lot of things for more rewards, it was worth it. Although, the 360 achievement list(games list) still says I didn't get the 3 Main Quest achievements for Broken Steel. I might get Pack Rat or Long Haul anyways, better quest reward(maybe), and of course, my character might be a kleptomaniac.

It should be a one way street, I hate needing to sink two mags into someone's head to kill them while they shred me up in seconds.
