my guess: American-based company, so it ships out to all the stores in America faster, ensuring the earlier release date. the other countries get later release dates because it takes longer to ship them out in said countries... because they're different countries...

Honestly, ever since Fallout 2 I felt like NCR was gonna be the future. Vault Cities are too rare, we know of pretty much only one which managed to make it. The Brotherhood keeps all their shit to themselves, trading their shittiest technology away for water and food, rarely accepting new people and eventually becoming stagnant. Enclave is dead. Eventually NCR or it's future-form will be the new government.

I wouldn't be surprised if the NCR grows the to point of owning most of the West Coast.

It [i]will[/i], there isn't any other major faction that could rival their expansion. While the BoS can fight them in a war, they aren't spread out enough to hold them off totally. Otherwise there's only smaller factions like the Legion or Vault City, which may be able to resist NCR for quite a while but will eventually be annexed.
Well maybe not Vault City, since they're probably the most technologically advanced faction, and while having no offensive capabilities they are self-sustaining and very heavily entrenched.
