Valve does not force its customers in which part of the world they are allowed to log in. Make a holiday trip to Australia and log in there as american steam user. Perfectly legal.

I remember during the e3 conference where they first showed fallout 3 they said the dlc was 360 exclusive but they released at the PC at the same time as the 360.
