Do generic npc's in fallout 3 (ex:Tenpenny Tower Resident) respawn? Because I killed a bunch of the generic underworld citizens for ears and they haven't respawned.

As far as I know, esm's are the more important files (Like the main game + DLCs) that have priority over .esp's when being loaded.

I agree entirely, mods really ruin things when they're not done right, such as new armor/weapons or even quests... There are some mods that I enjoy, like being able to drop quest items and removing the essential NPC tags(I want to kill anyone, not knock them unconscious...).
