Actually it's probably because the games they port don't do very well, and people bitched about the GTAIV port quite a bit. It's a lot of work to port a console-only game into PC, and it's work they really don't need to do, considering how well their games sell on consoles. It really comes down to the fact that there's no reason to, other than to appease PC players. They're not obligated to do it in any way, shape, or form.
