No its only a Rumour. The picture of the Magazine cover, according to the original source was just a speculation list.

Also looking forward to Skyrim a little, Arkham City and.. BF3, but I'm not too excited.
I wish Evil Genius 2 would be announced. Sucks that Elixir closed, I doubt anyone could make another quite as awesome.
Though, I am looking forward to BF3 and TESV. Hopefully we get some GTAV and Valve in there.

I doubt it was just a speculation list, considering they named 'Gears Of War Exile' which is kind of out of the blue and hasn't been rumored at all. Seems a bit odd that speculation would get so specific.

In my opinion E3 is a lot less overwhelming than CES. CES is meant to wow everybody all the time, due to it being a broad Consumer show, whereas not every single game company is there to blow people away at E3.

Flight Simulator wasn't, it came out a few months after (with the WTC Towers removed of course

Could always have a new one. Vice City was fantastic and all, and so was Liberty City and San Andreas, but after awhile, they could advance a bit, introduce a new city with a different feel to it.

Judging by the order the GTA 3 era went that makes sense, but there are a few hints to San Andreas being the next city.
