That's totally nonsensical on Blizzard's part. If it's "ok" in the lore for someone to switch factions, and therefore races in the first place - why can he not then switch factions back, but to a different race?

Partially yes, but many will either mass-move, or one or two will leak away from a guild.
Considering Blizzard don't give anything for free (unless they need to, e.g. free server moves to balance the game) it is going to cost to faction change.
Guilds typically move en-masse so for them to all move en-masse to say Alliance from Horde, it'll cost a lot. The chances of a guild doing this is majorly slim considering not many guilds do it that often.
