There was a mod for CoD4 that was completely based on Modern Warfare 2. It had the same perks, (almost) maps, and weapons.

This is dumb. The COD/MW series is the culmination of almost a decade of coding and revisions upon revisions, and millions of dollars. Just because you don't like the game (bandwagoning usually) doesn't mean it's complete shit and you could do better.
So the answer to the OP's titular question is no, the community most likely cannot.

why the fuck do you guys think that this would be hard? just because iw/treyarch put a few million dollars into a game doesnt mean nobody else can do it without a million dollars.

look at counterstrike,l4d,portal,team fortress, dota,alien swarm, day of defeat- infact everygame valve has aside from sequels and half life are/were mods!

ironsights and sprinting are easy to implement for any coder, knife and grenades that are used when a user presses a button doesnt sound hard either.

classes and movement are fairly easy with the sdk, and thats it, making custom classes is probably fucking hard, but making preset classes should be fuck easy, in fact a non coder could do it. pretty much every additional feature after cod 3 is not needed

now that i have had a little rant about coding a cod game is fucking easy (for anyone who can code)

modeling requires around 7 weapons (sniper,assault rifle, rifle, smg, mg and pistol and grenade) and 2 characters (one from each side) and hands

more could (should) be added onto that, but that is all that is needed
