Pretty much, yeah. Only you'd have to wait until he respawns after every arrest, which will take quite a while.
You can, of course just get another friend to un-arrest the guy after you arrest him every time.

ya, after searching around on the forums i found out that quite a lot of people are having the same problems as me
i got into a social district last night and the server latency was 1500, and about the FPS, my PC isn't great but i mean come on, even on minimal i only get like a ~10 FPS difference from medium/high, and the stuttering is crazy too
i played the original RTW beta and didn't have all the stuttering, so it's pretty crazy
it's a shame too because me and some friends were playing as Enforcers and was a load of fun but the constant stuttering was ruining it for me and making it hard to kill anyone
surely i'm not the only one that sees the resemblance right?

I have a dual core oc'd to 3.2 Ghz. I've seen people run this game flawlessly on worse processors, it ain't that
I also have a GTS 450, so it ain't that too.
Is it because of the 2 gigs of RAM that I have? Or because of the 32-bit OS?

This game munches up RAM. 2 is the Min, but it really should be raised to 3.
32 bit breaks this game so hard.
