Why doesn't paypal work? Worked fine for me

I tried UniversalPay or whatever they call it, after authoriztion it goes back and immediatly gives an error, after googling that happens a lot apparently. PayByCash is suppsoed to have PayPal but doesnt have the option. Ive also seen direct PayPal checkout on a screenshot, not there for me.

Its on the right in the outfit editor and on the left at lockers.
