Like if an admiral is sharing a tile with a Battleship, then he's actually aboard the battleship and not on the little dingy he calls a ship.
Hey guys, I'm playing Civ 5 with all the DLCs, including Gods & Kings, and I'm in the modern era, attacking Persia which is in Industrial, I lowered the city's health to zero, and there's only a industrial era cannon unit in it, with the city surrounded with my gatling guns, and being bombed by 2 artilleries, yet I can't seem to capture the city. What do?

This resulted in us entering the Modern Era long before any other civilization could even read Swenglish. Unfortunately, the Ottomans and Japanese didn't like the sound of weapons being sharpened in the morning, and of our feasting in the evening. Where the Ottomans called us WEAK and FOOLISH, the Japanese were actually incredibly stupid ("Attacking Sweden" and "Incredibly Brave" are mutually exclusive) and assembled a secret naval fleet to attack me. I wasn't in the mood to stomp them out just yet, so I demanded some luxury resources for the victory feast before I accepted. To commemorate the event, I've added the honorary name of Rock Harbour to the city of Strängnäs, as pearls are not for the Swedes. Lost my last game because I forgot to set turns to unlimited so the Byzantines won. At least I didn't get completely wiped out by them like I thought I would. But they had nukes along with England and Carthage and I wanted to watch them all blow eachother up. But they didn't get to.

A massive economy can be converted into a huge military anyway, albeit a bit slower, and you're not bogged down with maintenance costs when they're not needed.
