I guess the best you can do is read both and then expect something in between. Too bad that leaves a huge gaping hole of quality that it could rest in. Firstly, it's a game. Secondly, population growth is not linear, it's more exponential. Facilities will need expand faster as time passes and population keeps rising at an increasing rate.
