To be honest, just cause 2. BC2 is just as good, but JC2 is a lot of mindless fun action.
If you like FPS games or war games, get BC2. If you like sandbox, fucking around games get JC2.

Which DLC packs should I grab for JC2?
I liked the Black Market packs. The parachute with rockets on it is great with mods.
Bought GTA IV + EFLC today for $10.
Now to wait 13 hours and 36 minutes for GTA IV to download on itself.
