He's not viable in solo queue at any average ELO.
Yes he's good, but his ultimate was made for chain burst damage/cc... but you can't get the average solo queuer to chain it properly anyways.
He used to be godly because he had such awesome AP ratios and base damages that he controlled the lane and his tuant was like two times longer.

Amumu has a stun/location modifier, immediate aoe stun, heavy aoe dot, damage mitigation and can jungle
