It's all based on return for skill.
Some champions contribute more to the team for the skill that you put into them.
Some champions have a higher skill cap than others, but they contribute more if you play them well.
There are also other champions that have a low skill cap, but contribute more than higher skill cap champions.
This is how the game is balanced.
enemy team karthus and soraka ultimate troll champs
Annie is a beast if you can time your stuns
But yeah some champs are a little on the weak/strong side, but it's balanced enough that you can do well as any of them

There are a few that are just plain terrible, due to being hit too hard with the nerf bat.
For example Pantheon who used to rape face until people bitched and moaned got his mighty spear turned into a toothpick.
He's still decent he's just not very good.

That's fine if you watch your mana pool/get Tear of the Goddess
Her ult is the best one in the game imo, once you hit 6, weaken them a little, get your stun up and drop the bear on them with a RQW combo and that should kill them (works even better with flash/ignite)

Morgana is a somewhat underrated nukish/support mage. I personally like her a lot. To succeed with her, you have to be able to land her Q most of the time.
Give her a try! She's only 1350. Her black shield (immunity to CC!) just got buffed.

Higher levels if you follow the same build for every game you will do poorly, you need to adapt to your opponents
And if you like messing around with your friends in a 5 man premade you can do joke builds and still win
Went solo bot against allistar and annie. They gave up when they were all dead and we had one more tower left to destroy by the nexus.

You start with a general idea for a champ (Annie is AP obviously) but you can start out with a Doran's Ring, Meki x2 pot and build into a Tear, or go tankier early game by going Sapphire x2 pot and building a Cata into Rod of Ages
There's tons of ways to build, you just have to adapt to the game
