This used to be true, until that small little unnoticed buff to the 21 point offensive tree mastery that changed it from 3% base stats (3% more AD, 3% more AP) to 3% more overall damage. This change is gigantic, especially for early game, and it allows you to still scale late game. I take 21/9/0 as garen and can dish out much more dmg after the change. 3% extra damage is a lot considering late game you're dealing thousands of damage in a teamfight.
Trust me, if you know how to build correctly so that you're not a glass cannon with 21/x/x then it's absolutely worth it.

In most cases the spell pen is the best thing you can get from there. Of course there are exceptions, like I just used tristana and trynda for an example, but in most cases unless you aren't tanking (when you shouldn't even touch the offensive tree) 21 in utility will be more useful.
utility tree is way better than defensive and offensive imo

6 armor pen, 3 AD, crit dmg, atk speed, spell pen, all this stuff is made for early game AD champions like garen, panth, vayne, etc.
I play 21/x/x with xin, nocturne, and garen and have way more success than 0/9/21 but that's still just me.
