Frozen Heart is definitely better than GA. Deathcap is more situational.
If you never die, you will contribute the most to keeping your carries safe and pushing for the win
Once you never die, deathcao will make you the scariest ap carry ever

20% Attack Speed slow, if you do the theorycrafting, is close to around 20% damage reduction from the victims, which is a lot with time added up.

This graph applies to everyone in the aura, which means it does this to all of your enemies in it and in turn helps your teammates as well

Bringing DPS down from 250 to 200 (50 armor) is a pretty big deal when you consider how much time it requires to take a 2.5k hp target down. Of course, this is only Xin Zhao with just a Black Cleaver, so if he had more items, like a Frozen Mallet and Bloodthirster, the difference would be even bigger.
