It depends on how the game is going and who you are laning with.
R E W Q if you are winning the lane just max E first, get Q atleast lvl 1 asap.
Level heal if your lane partner is trying to kill themself.
My soraka build is rather flexible, but you can either go tanky/roa,rylai,abyssal,hourglass which gives you nice teamfight presence and helps against the global autotaunt.
or go squishy as fuck with basically lvl 1 boots, Lucky Pick, deathcap, lvl 2 boots in that order. (this required you to farm so do this if your lanepartners is a retard or if you are playing with a friend so he don't rage at you when you farm. Gold items are great to get started with if you feel like it.
