Because it's a lot of work to create lots of variations of skins for each and every weapon.
And it increases the file-size more than need-be.

a guassian blur shader isn't going to be expensive, it's just x-axis, y-axis pixel smearing plus some coloration believe me, jlea and i have tried to reproduce the effect in the past with little success
