Most modern games consist of 2 parts. Client and Server.
The server holds all of the information that EVERYONE connected needs to know. Things such as player positions, bullets, time left in the round etc. This is why servers need good internet (to handle 24 people spamming them with info, AND sending it back) and good CPU's.
The client holds all of the information that only YOU need to know. So different texture settings, particle effects, materials, models. This is so you don't get problems like bullet holes not appearing, because the client + server went out of synch for a second, as well as stopping you from getting 2000 ping from receiving irrelevant information about "xXxSn1p3rHuNt3rxXx"'s cross-hair settings. This also explains why you can change your personal skins.
The problem is, all the viewmodel sway/lag/position is calculated on the client and if you wanted to send it to the server, you have to use this horrible hacky method which uses the same way player buttons are sent which.. is not nice.
Not to mention, people could replace their models with a gun w/ a muzzle position 20 meters infront of them which would allow them to shoot through walls if they walked up to it.

RnL still has free aim as a toggleable setting.
Just steal free aim from RnL, they're already mad at you so there's no reason not to.

Some sort of store system would be nice I guess. I mean is COOP going to be just round based survival? If so you could just do a store opportunity per round like Killing Floor and obviously weapons could be salvaged.
Random weapon crates that pop up every now and then. Obviously it all needs balancing but its up to you and how you want it all to play out.
Yeah, randomizing maps will definitely be the way to go. COOP isn't round based survival, it's more clearing out areas.
Do the stores kinda like 4A did with Metro 2033.
You walk up to a guy and he has specific guns, special variants of them and you get a 3D preview of them right in the world and a short description of what they do/what's special with them.

On the subject of Freeaim, there is a GMOD addon im sure you're all familiar with called SharpeYe, theres is a toggle-able free aim system in that called SharpeYe Focus, i use that when im playing hl2 levels in gmod, it works really well and looks nice too, Maybe you could ask Ha3 to work with you on this and implement his SharpeYe Free aim?

Sharpeye in my knowgledge is written completely in lua and for garrysmod so it would be an entirely different case to remake the thing for this mod.
