Well, BIA:F4 isn't out until next year, and there hasn't been much in the way of gameplay footage, so I'll wait until I've seen and/or read about a more hands on experience.
I've been thinking and I'm pretty sure my idea of how good games look may be a bit skewed seeing as this is how I was used to games looking for years.

I think most people who are liking Furious 4 are new to the BiA series or dislike the series as a whole.
But Fallout 3 always looks like that.

Would you mind terribly to explain the gameplay mechanics of Ruse? What do all of those mean? I'm assuming they mean units and, if so, can you really have that many in play?

You get an hq, from that you build your unit building factories. Each unit is represented by a "coin" shaped icon. So having a stack of 3 means you have 3 units in that area. You get money from supply trucks and from building admin buildings.

Most of the time, the guns you pay for are the same you can unlock normally, you can just get them earlier. You can do fine without paying a dime.
