You can with three easy steps
1) Alt-tab out of the game
2) Right click on the game you want to download and hit "resume updating"
3) Download the hell out of the game

but why would you get that when sf iv arcade edition is on the steam store
i think arcade edition was on sale for 33% off and i bought it for like 26.79, but now that i check it again, it's back to its original pricing: 39.99
