Go deeper into the Colab folder, you linked the wrong folder. Do the Facepunchopia folder INSIDE the main folder.
Sea of Piss is complete, now it just needs a facepunch logo in the middle and im not doing that, someone else can do it if they are good enough

I'm having the same problem, I have everything. Great police force, fire department, schools, etc. But no rich people want to move in, let alone average wealth people.

Don't build landfills they're almost impossible to get rid of, get an incinerator and give it no funding instead. it won't produce electricity but will still get rid of trash. They're huge polluters though so put it in the far corner of the map surrounded by trees or something.
Build a few recycling centers as well
