Some cities are just completely replaced with empty spots. They don't save or nothing.

pick the facepunchia folder in dropbox as link source
right click on regions folder in Documents\SimCity 4 and drop as symbolic link

i think it may be because the region has so many offices in it that the sims want industrial now
