I dropped the Facepunchia folder in my regions folder as both a hardlink clone and junction but when I load up the game it doesn't work. I'm windows xp btw.

Did you download the autosaver in the OP?
You should consider updating the region screenshot in the OP again; it's much, much different than it was two days ago.
Got the link shell working (Somehow, after installing and reinstalling it caved to submission) now my regions folder is empty when I load it. Anyone have any ideas?

Did you guys post the link in the Program Files Simcity Regions folder or the My Documents Simcity Regions folder, because you're supposed to put in the My Documents one. I made this mistake myself, actually.

Also, guys, if your city gets deleted, which does happen from time to time, you can restore it by going by using "Launch Dropbox Website" on the Dropbox tab and go to "Show Deleted Files" and restore it. Just be sure that the city you are restoring was deleted, or you could be restoring an outdated version.
Ok, the links are connected to Regions in the My Documents folder. The region is showing up blank. I've accepted the files through my firewall, and now I have no idea what else to do.
I've spent about an hour piddling around with it, so let me know of a fix. I know others have, so : /

The region just might have not fully downloaded to your system yet; that happened to me before and that ended up being the culprit.
Have you scrolled through the region, and does it appear to have a population? If it has a population, of approx 4-6 million, scroll to the top-left of the map, as that is where the settlements are.
