I'm right clicking in the regions folder, but there's no "drop as" thing in the context menu. The closest thing I can do is create a new folder entitled "facepunchia" and then right click on that. CitiesXL also has a bit more complex economic system and allows for better building placement in cities. However, SimCity 4 has more complex systems of pretty much everything else, from transit to zoning, and also has a fairly active modding community with plenty of mods, any of which you can use during the collaboration with NAM (large-scale transit mod) being recommended. There's probably loads of other differences but I can't place each one because, yet again, I haven't played CitiesXL. Also, traditionally SimCity 4 is a single-player game, so typically one couldn't get multiple people making multiple cities at the same time. However, using Dropbox, we have found a way to make the game allow a very rough and somewhat unstable (although not really) multiplayer, so we can have multiple people working in multiple cities at the same time. Besides, if you already have it on-hand, you mind as well install it. Worse case scenario, you don't like it and you uninstall it. Simple as that.

Was there ever a Sim City 5 announced? It would be great if the series went 3D like Cities XL did, but with all the wonderful complexity of Sim City 4.

If I were to have buildings from a mod that noone has in my city, would everyone be able to see it in region view or would it show up as being null or blank? If the answer to the above question is yes, then does it work in city view, too? I presume not, but I'm not too sure. The region is like, friggin huge, I've never realised how large the Sim City 4 map was before I joined this colab. Or binladen used an editor to make a larger map than normal.

However, you can make regions as large as 128 small cities by 128 small cities (I think; only ever tested 100x100), but that large of a region is probably unstable. Nonetheless, if we do end up filling this whole region we have now (unlikely, but who knows?) I will probably extend it to 128x128. I don't think it will be necessary, however, as I think we'll probably end up hitting the memory limit for Dropbox before we end up filling the whole region.
