You can restore it by going to the Dropbox website and accessing recently deleted files.

Okay, you see how those say .pngs, not .sc4? And how I moved Dichostasia and two other regions into that folder? I created some regions in SC4 terriformer and moved them to the facepunch collab folder, no one wanted them, so I deleted them. Nobody's data was harmed.

I'm going to be honest here, it's extremely evident that Dropbox fucks up [i]a lot[/i]. I think you might want to unban some of the people that appealed out of the benefit of the doubt because this is happening to everyone.
Also, I noticed that there is a dark blue region to the immediate right of the inhabited cities in the top-left corner of the map composed of 4 medium cities. I looked at the region configurations, which I've noticed have been edited to add more large-sized cities, and I've noticed that area is supposed to be a large city and not four medium cities. So whoever edited the configurations might want to look into that.

Besides, this happened to me before, too. I had a good small city going with a pop. of 70,000 or so, and it kept getting deleted by everyone (even myself). After a while, I just relocated.
I didn't delete anything either, it's just dropbox fucking up. Like how my original city (Banditia) was gone for a while but then it got restored.
