Go dirty in the beginning, I always wind up having to. Tax the shit out of it until you have enough money to fix some of your other problems. I've wound up with riots because of the hacking that I do at social spending, but I find it completely worth it in the end.
first it was the lack of water, so I put more pumps, second it was the sanitation department saying to water was dirt, do I put water treatment plants, and to put the nail in the coffin, i needed more power

then bring up the cheat box (CTRL X) and type in moolah 99999999999

I find that rapid low density expansion (as well as cutting education and health the the minimum it can be without advisors complaining) sets me up for success, riot free. Only put water and mid-density in when your advisors start telling you its getting in the way of continued growth. Only put high-density when the city is entirely mid-density. Building next to another established city helps with commercial growth, as to avoid the dirty industry, which a lack of helps with growth. remember: cheap growth=money. After you expand, just wait and let some money pile up, expanding too fast can bankrupt you.

i only cheat if i want to build a city fast, otherwise you have to go slow if your not cheating
