There has already been concept art out there, so Valve is totally considering adding him along with the others.
Now about the nerf and buffs, if Techies needs to be useless then so be it.
Let him be a pub stomper, but not good against people that would know how to beat him.
I´d prefer a useless Techies then no Techies.

considering the current pub, where 1700 hour/games people play like retards, even pub Techies would be a nuisance

I guess Engie would make for a pretty cool hero. A sentry(has a bounty), aoe dispenser(has a bounty), teleporter(has a bounty) with a cool down and I guess being able to repair structures as an ult or something. Make him a keen like sniper, tinker and friends and boom, ez.

Spy arcana skin for Riki.
Something that would require actual skill on skeleton king. As he is now, he only has one active and only one spell that relates to skeletons. I mean come on, he's the king of skeletons, where are his minions?
Considering I often get matched with pubbies who jungle as SK and fail miserably, a jungle buff would be a good idea. So here's my proposition:
Remove mortal strike and replace it with a spell that summons skeletons à la dark troll summoner. Either an active or a toggle spell that lets you summon skeletons for each enemy or neutral kill. If you make it so that some mana is consumed every time a skeleton is summoned, you find yourself with a hero that requires careful management of mana (he would still have to keep enough mana for his ult) and some micromanagement.
What do you think?

All of the skill in Skeleton King is heavily positioning orientated, much like Sniper.
He has to be aware of the situation and do the correct move or he will just fail at life and die without hitting anything.

Applies to every hero in the game.
Skelly's problem is that if he dies in a fight, he's probably losing it, and will revive to a dead team, if he's winning a fight, it probably won't proc.
In general a more consistent release of heroes. The addition of heroes just in general adds more gameplay. Also perhaps maybe different game modes and maybe maps designed for the game mode.
No hate for the fans of WC3 Dota, but I think it would be better for Dota 2 if Icefraud stopped working on original Dota. It puts a lot limitations to what you can and can't do in Dota 2.

I don't care what people say, the dominion mode in LoL was cool and I liked it. Something like that for DotA would be neat if it was implemented well.

That way, they can just sit and watch as the community makes great maps like they have with games like TF2.

Someone would probably make a trade map of sorts, pretty soon after that would be released.
I'd have to say custom maps. That way they can recreate Tree Tag from WC3 with an option to choose your Infernal/Treant model from one of the cosmetics.

The golden age of custom games will return.
Tides of blood, Uther party, Monolith, Bomber command. So many good custom games overshadow by dota could return again.

Dota 2 could easily become the new Warcraft 3 battle.net, which would make the game wildly popular amongst everyone that plays RTS games.

This always blows my mind when people spend so much time in the game and still know fuck all. My entire team was shocked when I told them why diffusal is core on Riki- and we all had 1000+ wins.

Considering the amount of shop items you can find in the customization store, I think it would be fun to have the ability to dynamically display these items on your character when buying the actual items in the shop, assuming you do own the customization item to begin with.
For instance, own aghanim scepter item for brewmaster, buy aghanim scepter ingame, brewmaster replaces his staff.
An option to disable all cosmetics in videosettings.

I think I prefer the way it is with manta / diffusal on am and pl respectively
The moment you get the item itself the mantas / diffusal lance start to glow
A mode where everyone shares the same money pool.
And the gold will always be the same amount even if you random or repick
quickplay mode that has the gold and xp rules of LoL.
