Besides your menu should say "Call of Pripyat : Redux" and have the Bar music from Clear Sky playing. You should try a manual install. I don't know if you have to mess with the fsgame.ltx if you're playing the Installer version but if you haven't changed the $game_data$ = true| false| to $game_data$ = true| true| I think you should try that (unless you already have).
It does not read like that, so I'm pretty much stumped.

If it doesn't say the new difficulty settings then it means it's not installed properly, and it's likely nothing else will work properly either. You must be installing it wrong somehow, it needs to create the gamedata folder in your main CoP directory.

Anyone know what could cause this, is there another value I have to edit?

I'm trying to edit these myself but so that it matches what it was in Redux. The Swartz mod feels pants-on-head retarded because you can practically [I]fly[/I] from place to place in the beginning and that's really weird after LURK and Redux.
Another thing to note is that there's absolutely NO reason to be over the weight limit.
There's a line for the maximum amount of weight you can carry and another for the weight limit which, if exceeded, will make you lose stamina very fast while running. For example, in vanilla you have these set to 60kg and 70kg.(If my memory doesn't fail me, which it often does.)

Or maybe I just didn't notice it...

Why so much extra space? I'm able to carry 2 suits armor, a shotgun, a pistol, a sniper rifle, and an assault rifle plus ammo for each, over 1k for the AR, and still come in under weight. That's with only the +10 carry weight upgrade on my SEVA suit which I swap out for CS3a when shit starts up.
I always keep my loadout under 15 kilos. Preferably under 10.

I can't stand leaving stuff I might possibly use, plus I like having an abundance of ammo. My average is usually 30. One suit of all-round armor, two rifles, pistol, ammo for all, and misc stuff like bandages and shit.

LURK taught me how to fit everything under 35kg, and even then I only hit that mark when doing extensive story quests like Red Forest or X-16. Every other time I go out with 25kg and come back with ~38, the extra being stuff I want to sell like artifacts.

Twenty shotgun shells is plenty. Pistol? I'm assuming you use the shotgun as primary, so I advice on eight shells of buckshot and twelve slugs.

Does anyone know how you can change the inventory to correspond with my new weight limits ? I don't know how you manage with so little ammo. I'm guessing you stay out of hubs for only very short periods of time. I usually stalk around the Zone, looting everything and carrying all kinds of odds and ends with me for long expanses of time, until I return to the Bar to sell my loot and restock on food and medicals. Usual load out for me: SEVA/Bulat/Sunrise suit (I only use Exos if it's CoP.) Assault rifle ~300 5.45/5.56 (Depends on the weapon, obviously.) Shotgun (I leave it out if the weight limit has been lowered, like in LURK.) 60-80 buckshot (No slugs, I find them worthless.) 5-3 medkits of any kind (10 if I know I'll be getting shot at often.) 10 bandages (20 or more in CS.) 5 anti-rads (Left out if I have anti-rad artifacts.) 3 loaves of bread (Nothing in CS.)
