It does this because when at lower texture settings, it will load a lower quality version of the same texture, or a mipmap. This is okay for textures on models and in the world, but not for UI elements.

Can't you just resave it without mipmaps?

It usually unfucks the NPC A.I since quickloading resets their state and at least for me is the number one method of getting NPCs unstuck. Also a couple of nights ago I was out at the park and I got high with some mates. When I got home I decided to play some SoC I lasted about two minutes before the screams got to me.
