If you want a FPS crossed with RPG, go for Deus Ex.

If you want to nitpick, every game is kind of a like RPG. You are role-playing a character in a game.
In Half-Life 2 you are in the role of gordon freeman :v:

And, technically, the character's skill would increase as you played so long as it was a fairly original style of game.
After all, nobody just picks up a game and is instantly as good as a seasoned veteran of it.
