1440x1080 but because of how Source handles biks, if you have a higher resolution the video will sit in the middle, native res.

This isn't scaleform. Valve has always used VGUI, L4D and all the games with the "new ui". Is the new implementation of VGUI. Even CS:GO you can still see it's VGUI. They won't drop a technology they developed for the past 10 years.

There's USM and GFX movie files, both of which are Scaleform.
How do you use this in games? If I change it Steam puts back the original.

They dropped BIK for Scaleform for videos, we can tell you that from this video itself.
And the DOTA 2 leak people can confirm their UIs use scaleform.
So what is the difference between Scaleform and VGUI, why would Valve switch?
Scaleform is (apparently) very easy to use. I've tried it some myself.
you can make a swf using AS2(!) and then just copypaste into your game. YOu only need some code to keybind things and you're ~done.

Not to mention its widely supported on pretty much every platform. And well documented ....
