Except for the fact that it's wrong. Our human eyes can't perceive any maximum number of frames because it simply does not work that way. Yes, we can perceive a difference between significant numbers of frames. Will it influence how you enjoy the work as a whole? If the numbers are high enough then not really, but you can notice the difference. It's a multitude of factors. To blatantly state human eyes can't tell the difference after a certain number is a gross simplification of how the eye perceives still images.

Another setting they could have for it would be to have the slow mo be used for many things in order to help people learn how to fight slowly. Eventually the easier movements would lose the slow mo until only the important and/or difficult moves had slow mo effects.

OpenGL is alternative to DirectX. OpenGL has nothing to do with DirectX except that it is it's rival.
From what I know, ATI drivers sometimes have problems with OpenGL.

Actually the difference is...
33.33 - 16.66 = 16.67 ms, but okay sex it is.
Also before anyone argues this bullshit, 60 fps is basically the upper bounds you will notice. While the difference between 30 and 60 is 16ms the difference between 60 and 120 is only 8ms, and if you can take action in 8ms I am pretty sure some action movie director wants to speak to you.

Just for comparison to see how little time 8ms is, the average human being can take up to 200 ms to see something on-screen and click it. So that 8ms per frame doesn't do a whole lot.
