There are still a decent amount of people playing but you should get RO2 if you have the money.

RO2 is a lot like RO1, but, truth be told, RO2 is the more realistic game. RO1 has unrealistic recoil, a little less immersion, and battle isn't quite as focused (imo). But RO1 is still played, and it's a lot like RO2. I suggest getting RO1 if you like RO2; not vice-versa, since RO2 is just all-around an upgrade.

I need to justify this; I bought Skyrim last week and Portal 2 yesterday. Should I get RO2? Is it punishingly realistic ala Arma II? Fallout New Vegas, does it have a good modding community (as good as a Bethesda games modding community can be mind you)? Is there any essential DLC?

RO2 isn't as realistic as ARMA II, but it's not too far off. I would say Arma is a little bit more punishing, and a little bit stricter. There's a lot more flexibility in RO2.

It only shows him NEW packages added. Not price changes to existing packages.

Also that list is ordered by date added to Steam but not necessarily shown on the Steam store. Sometimes they finally appear on the store after a month but mostly within the week.
