I couldn't buy Portal 2 in time, so my coupon is p useful. Its also useful because many people might not have much money to spend right now, since its Christmas and what not and missing these great sales would be pretty shitty.

My steam folder is on the external hard drive. I installed steam to it so I could always have my games with me, even through computer upgrades and whatnot. And even if it WAS trying to install to my C drive, I've still got plenty of space on it too.
And it's still giving me the error.
