i remember my first game, i was level 1 and i was playing with a friend and his friends who were all level 30. i bought around 3 pairs of boots that game, and only died once because i stayed at my tower and rocket jumped backwards.
that is how i learned boots do not stack

Tempest slows ATTACK SPEED by 60% TOTAL.
That is literally a 60% damage reduction (in autoattacks) from carries.

I thought it only slowed. That means that Tempest is 60% better than Nasus's Wither, is AOE, and deals okay damage. The only thing is that it's kind of the opposite, which is odd.

you did not read the entire description, they recover from the debuff over time
that means it won't reduce their attack speed or movement speed for that long, plus it is only a small aoe around you. think about it, they recover it over the duration of 4 seconds? it's hardly noticeable
also, it's not tempest that does it, it's cripple.
