So, Leona is OP.
I don't care what arguments will people list, she is OP.
With proper Mana Regen and Cooldown Reduction she is pretty much must pick for any "real" team.
She can initiate at range with ultimate and save many asses, it's hard/soft CC skillshot.
Her passive with CDR and people that have high attack speed / dots = super boosting team damage, this outclasses any sort of similar abilities. 15% from Vlad, Soraka's Starcall, they are all minion-worthy compared to this.
Q - Stun
W - Aoe + stats boost (if you have rylai = soft CC)
E - "micro" stun (like Blitz's grab) and charge
They have so low cooldowns with 40 %, you have something up at any point, you can pretty much spam 2 stuns (one of which is micro, but let's you get in range) and keep up stat boost, while dealing AoE and possibly slowing with it.
Not to mention that her ult is low CD aswell.
Fuck tanky dpses durability&damage, to hell with overfed carrier, this bitch can shut down anyone without cleanse [B]permamently[/B].

3. If there is ANY slow in her team (or she has Rylai) her E becomes extremely easy to land (especially right after ultimate) ,Q is "on hit", W doesn't need to be aimed. All that is left is to land her ultimate, which is just as tricky as Malzahar's Call of the Void, Tibbers, etc, i.e. : not hard at all after some practice.
Doing my best to get to gold (1875) in ranked before Season 1 ends for the rewards, and a higher start rating in S2, still stuck at just below 1600 because of trolls. I'm surprised over the amount of trolls there still is at this amount of elo, even if it isn't THAT high.

Shortcomings ?
She is any tank's wet dream (quite appropriate : female).
Stat boost = tanky even early on.
AoE damage = farming becomes easier (not great late game, but mid&early it's enough to clear camps and waves effectively)
Crowd Control Powerhouse = Crowd [B]fucking [/B]Control Power [B]fucking [/B]house
Damage = somewhat bursty early on. Late/mid it becomes hard to notice unless there is some sheen / rylai in build, but riddle me this :
140 X 5 = 700 (W)
140 x 5 = 700 (E)
140 x 5 = 700 (R)
140 x 1 = 140 (Q)

2240 magical damage from [B]passive alone[/B] in one rotation including ultimate @ lvl 18.
This is of course only "possible" damage, but with shitload of AoE going on during teamfights, I dare to say, very probable.
So, what are those shortcomings, except for perverted players who will stay in bush for whole day for skirtless Leona ?

I'll say one thing, and this is why she isn't used in ranked, and you might think it's stupid, but it's right.
She's horrible at jungling, and almost any hero beats her solo top, so where would you place her? Her spells are somewhat decent, i would still like to see other tanks, she's pretty lackluster.
And she's a pretty bad off-tank compared to the others we have.

- Everyone in the world likes Cola, couse I see it everywhere, but I never see anyone drink Schwepps, so it's not good.

Jungling - why ? Self healing / high damage / ganky characters get to jungle, not fully fledged tank that can have powerful CC right off the bat. Shen, he is tank that can jungle, but that's couse of vorpal blade's heal...and that's it.
Solotop ? Tank ? What if Vlad goes solotop ? Pretty much every tank is fucked at this moment. They might be somewhat good vs super squishy melee like Trynd (trynd solotop ? again....), but otherwise they just ensure that lane is freefarm for enemy.
Leona is great babysitter. Stun, Gap closer (goes through minions) and AoE/Tanky steroid. Imagine Tryndamere/Leona. If Trynd gets approached by anything : W, E, Q. Before Q lands Trynd already slashed 2/3 times. Throw in mocking shout / exhaust and we have a dead anything right here and there.
Off tank ? Yes, she scales off Ability power, but so does Shen, Amumu...I don't see them going off-tanky, rather full day job.
She doesn't offer damage herself, but if her ultimate hits at least 3 targets = 420 right there for free (not including damage from ult itself). W hits at least 2 guys = 280. Now, those numbers ain't much.
Simple situation :
Lone Champion vs Leona and Teemo
Leona's E + 140 + Teemo hits + Leona's Autoattack
Leona's W + 140 + Teemo hits + Leona's Autoattack
Leona's Q + 140 + Teemo hits + Leona's Autoattack
Combined : 420 + 160 + 260 + 220 + possibly 120 from Leona's Auto-attacks = 1180 damage from [B]Leona alone[/B]
There was also Teemo triggering her passive and dealing his usual damage.
If that's not a lot for a guy that invested only into supportive/magic resistance / armor then I dare to say - bullshit.

And Tokagero, i wont bother to explain you why she's a horrible hero if you can't see it for yourself, and a melee caster without a heal, 1 decent stun and at lvl 6 another decent stun/slow is horrible. You don't use a tank/offtank as a babysitter, because they need farm, which is why they have top and jungle.
