Gangplank still gets the kill, i've done it several times, "kill-stealing". Used to jungle with him, and ult on different spots i was too far away to reach etc, sometimes netting in the kills :)

Since Jarvan's only AD items are going to be triforce and atma's (lategame), he'll only have around +33 bonus at most phases of the game, getting him to around 280 damage, while Wukong's Q will probably deal more single target damage since you itemize AD earlier on. (around 150+150-200 damage).
