Mpen yes, Mana/5 yellows per level yes, cd yes, you need armor pen too.

Arpen scales well no matter how far into the game you are. My AD characters all use Arpen reds and quints. Coupled with items, I more or less do true damage to most carries.

I sometimes get hexdringer and wits end was the best thing to ever get if you faced someone who relys on ability spam before they made it stack mr instead of deplete mana.
So I DC for the first 7 mins of a game due to internet problems. I went duo bot when I got back. By midgame I was literally 4 levels above our solo mid Ashe with 50 CS more than her. My teammates are really bad sometimes.

personally I'd swap out the wits end for a sword of the divine.
