The only way to get boosts now that you're a higher level is to: Buy it with RP. Referrals. Special occasions Riot makes if server is fucked for several days etc. (They did it before, but they got more greedy since then so not sure.)

What's a good champion for a beginner? I quite like veigar and Urgot.

Does anyone know if you gain spell wamp from the damage from items such as madreds and wits? Tried a magic damage build with Teemo where I went malady, madreds, wits and hextech revolver but the spell wamp I received was pretty much unnoticeable.
