I have 1395 IP, is Annie actually worth buying?

Also you have to keep in mind we're like level 19, so no runes for jungling. Personally, I love playing Rumble, his ult can be a game changer, turning what would have been an ace on your team to an ace on the enemy team.

Why do I have contant 1600 latency in LoL, and about 30 in CS:S, BLC, HON etc?

X games EU X games US, so people wouldn't complain that much. Runes and masteries would have to be disabled too since it gives an unfair advantage against low levels.
