Imo leona is a support tank like alister.
Jarvan is a far better tank than Leona

I can see people who are true MOBA fans and dont mind the 50 US / EU / 30 GBP cost will just go over to DOTA 2 as it's more original to its roots etc

Merc treads + HoG is a must.
If you have mana problems buy Philostone.
After you made those 2 items you need to look at enemy's team.
most deal magical damage? negatron cloak
most deal physical damage? chain vest OBVIOUSLY
atmogs is very popular and it's worth it.
If you don't like warmogs make only frozen mallet + atma's for even more CC.
Finish the runduin/bashee (depends on the enemy team).
Merc treads, warmogs, atmas, runduin, banshee, frozen mallet should be your build at the end.
Keep in mind that I don't play Jarvan as much as I play Swain/Vlad/Amumu/Lee Sin etc.
So if anyone has better build ideas just say it
