If you ask me, that means the game will be inspired by the original but it will have improvements were they are needed. I believe that means things that limit the game or make it more...(stressful, annoying, dated(?) don't know what word to put there) will most likely be looked at.
I think that they are going to use core mechanics from DoTA but it'll feel new, fresh, updated, and original. You also have to consider the fact that DoTA has a very high skill gap and it actually pushes a lot of people away (see HoN) I doubt Valve would make a game that has a high entry point.

i usually play with 1600 ELO players in normal with few exceptions.
Just a couple more points and I can get Anivia for real.
