Like I would be reading something on the computer and all of a sudden it would drop a page down in the scroll bar for no reason whatsoever. It's not a mouse problem either because it happens to my phone and other lesser technology.

Get a normal mouse. I bought mine for less than 4€ and it works almost flawlessly.
