Dimish mode has been under development since magma chamber was shelved, and revolved around a "dimishing" form of gameplay, where as more towers and access points (teleport locations that can be controlled once they are captured) are controlled, the champions on both teams have dimishing stats and abilties. Item shop and all items are also removed, as are summoner spells. Players start with all abilities, and as game progresses they will eventually only have 1 left (this is chosen by summoner), with an almost non-existent cool-down timer.
This is sort of like a much more skill-based version of WTF mode, and will probably be lots of fun. Also, there is now three free alternative skins for every champion, which is an awesome bonus to the community.

Those of you who actually read the Journal of Justice know about the situation in Kalamanda with the collapsed mine and Noxus and Demacia fighting for mining rights.
Based on the art it's safe to say Skarner probably caused that collapse, not Demacia/Noxus.

I have a few thoughts and I have decided to type them here.
1) This thread is way to slow and I am bored as hell
2) Riot is really going to release something unannounced before they release <insert list of 10+ things they've talked about forever>
3) I really hope it isn't a disappointment I need something to hold me over until Dota 2 (how mad Riot?)
4) Shutting down the forums to avoid leaked stuff is stupid, I normally lurk it while this forum isn't active
5) I'm bored but do not want to play a game
6) I want to get high but have to wait until midnight to make sure my sisters are asleep :(

Skarner is worth 5 champions though.
I'd buy him just for how brutal that ult sounds, reminds me of scorpion from Mortal Kombat, and yelling "GET OVER HERE!"
