Rylai's is actually good too. Makes your Q even more annoying, increases damage, and gives him health. But since his Q is pretty much a permaslow to begin with, I can see it being somewhat unnecessary.
Is jungle skarner the best way to go? or is he a good laner as well?
imo, after playing him on my friend's account, he definitely feels a tad weak. His ganks and jungling are quite lackluster.

I personally jungle. His cooldowns are stupidly low, so if you want to spam like crazy, you need blue buff. But I've heard he is also a good laner.

Frozen Mallet would be so much better since AP isn't exactly the best stat on Skarner.
Trinity force is definitely the way to go though.

I mean, his ganks aren't great, and neither is he a very good control jungler, as his sustain and clear speed are not exactly extraordinary either.

Actually, that's fairly tanky. 50% on both resists, and 2.5k hp. Survive your ult easily with an extra 50% on top of that.
Anyways, I find that tank galio is just for the taunt, and can't do that much other than that. At least AP-tanky galio has tons of damage too.
No Galio is primary tank
Passive lets him tank so good at tanking
Someone should make Galio and Skarner taunt/joke around each other. Because they have basically the same voice.
Push W 200+ armor mr heals for 600 in two hits with free 45 AP

I agree but it has damage in spamability. it costs 30 mana level 5 .
Imo the only thing that needs buffed is the heal that fracture gives. its pitiful.
